What is the objective of e-Shram Portal 2022?

The main objective of launching the e-shram card portal is that the government has to make its social security schemes accessible to every citizen of the country. Therefore, National Database e-Shram Portal of 38 crore workers of unorganized sector has been launched. Through this portal, a database of 38 crore unorganized sector workers will be prepared on the national label, which will be linked with Aadhaar. So that all the workers on one portal like laborers, street vendors and laborers working in the house will all be connected together. On this portal, information related to the name of the worker, educational qualification, address, skill type, family will have to be filled. Along with connecting the workers together on this portal and many other benefits will also be given by the government so that the data of the entire workers will be available at one place. registered workers under this scheme will be provided a 12 digit e-card which will be valid across the country.

Information about the benefits of registration was also given by the Union Employment Minister of our country. The E-Shram portal will create a database of unorganized workers at the national level, which will help the government to launch various welfare schemes for the workers and extend the benefits of the scheme to every eligible citizen. The Government of India is actively cooperating with all the State Governments and other beneficiaries in registering the workers on the portal.

  • If a worker registered on the portal dies in an accident, an insurance cover of ₹ 200000 will be provided to him. Apart from this, a provision of providing ₹ 200000 in case of permanent disability due to accident and ₹ 100000 in case of partial disability has also been fixed for the registered worker on this portal.

Various schemes related to benefits of Workers Card Scheme 

Various schemes are operated by the Uttar Pradesh government for the laborers, by getting the benefits of which the workers become self-reliant and empowered. To get the benefits of these schemes, it is necessary for the workers to be registered. Some of the schemes being operated for the workers and their benefits are as follows.

  • Mukhyamantri Abhyudaya Yojana:  Through this scheme, the children of laborers and those children of the state who are unable to get coaching due to financial constraints are provided free coaching for competitive examinations.
  • Insurance cover and accidental death:  Under this scheme, in case of accidental death or disability of workers, an insurance cover of ₹ 200000 is provided, along with it they are also provided health insurance cover of ₹ 500000.
  • PM Garib Kalyan Yojana:  Through this scheme, free ration will be distributed to the workers from May 5. During the Corona transition, in the year 2020, along with free ration, maintenance allowance was also provided to the workers.
  • Help will be provided by Uttar Pradesh Labor Commission:  Financial assistance is also being provided by the government in view of corona virus infection. Due to which 54 lakh laborers have been benefited. Around 40 lakh workers have returned to the state. Financial assistance has also been provided to all these workers. Employment will also be searched by the Uttar Pradesh Labor Commission for all these workers.
  • Financial assistance for the marriage of daughters: The  girl marriage assistance scheme is operated by the government. Under which financial assistance is provided on the marriage of daughters of laborers. Apart from this education is provided to the children of laborers and they are also provided with free hostel facilities. For which Atal Residential Schools have been established in each of the 18 divisions.
  • COVID kit for workers:  Industrial units will continue to function during the weekend curfew. COVID helpdesks will be set up in all these units and if workers face any kind of problem then they can solve their problem by contacting these help desks. Apart from this, sanitizers, thermal scanners, pulse oximeters etc. will also be provided at the work site.

 

Various Schemes Under E Shram Portal

Pradhan Mantri Shram Yogi Maan-Dhan Pension Scheme (PM-SYM)

Under this scheme, after attaining the age of 60 years, a minimum monthly pension of Rs. 3,000/- is given to the beneficiary. On the death of the beneficiary, the spouse is eligible for 50% monthly pension. If both wife and wife are involved through this scheme, then they will be given joint monthly pension of Rs.6000/-.

 

National Pension Scheme for  Shopkeepers, Traders and Self Employed Persons

Under this scheme, a minimum pension of ₹ 3000 is provided to the beneficiary after the age of 60 years. To get the benefit of this scheme, the beneficiary has to pay a premium of ₹ 55 to ₹ 200. 50% of the premium amount is deposited by the beneficiary and 50% is borne by the central government.

 

Pradhan Mantri Awas Yojana – Rural (PMAY-G)

Under this scheme, 1.2 lakh in plain areas and 1.3 lakh in hilly areas are provided to the beneficiary.

 

National Social Assistance Program (NSAP)- Old Age Protection

Through this scheme, Rs 300 to Rs 500 is made available for different age groups. Monthly pension is provided from Rs.1000/- to Rs.3000/- depending on the contribution of the state.

 

Pradhan Mantri Suraksha Bima Yojana (PMSBY)

2 lakh in case of accidental death and permanent disability and Rs 1 lakh in case of partial disability.

Note: This scheme is available through the banks by the Department of Financial Services.

 

Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)

Through this scheme, an amount of free health coverage up to Rs.5 lakh per family per year is provided for hospitalization for secondary and tertiary care.

Health Insurance Scheme for Weavers (HIS)

Beneficiaries will avail a package of Rs 15,000 which includes both pre-existing diseases and new diseases. The division in terms of disbursement of amount as per medical conditions is as follows- Maternity Benefit (per child for first two children)- Rs.2500/-, Eye Treatment- Rs.75/-, specs- Rs.250/- in residential hospital Recruitment- Rs.4000/-, Ayurvedic/Unani/Homeopathic/Siddha- Rs.4000/-, Hospitalization (including pre and post)-15000/-, Child coverage- Rs.500/-, Outpatient department and per disease limit 7500/- Rs.

 

National Safai Karamcharis Finance and Development Corporation (NSKFDC)

The scheme provides financial assistance to Safai Karamcharis, manual scavengers and their dependents through SCA/RRB/Nationalized Banks for sanitation related activities and any viable income generating schemes for education in India and abroad.

The Unorganized Workers Social Security Act 2008

About 88% of the workers work in the unorganized sector. But they do not receive Social Security benefits. Welfare schemes are run by the central government for specific groups of unorganized workers such as beedi workers, building and construction workers, etc. These schemes are operated to provide social security to all these workers. For which The Organized Worker Social Security Act has also been implemented.

 

The Contract Labor Act 1970

Contract worker is a person who is hired to work in a company through a contractor for a specific job and duration. Contractors are hired by companies who hire workers. The Contract Labor Act 1970 is enacted to prevent abuse of workers of the establishment and to ensure a healthy working environment for them.

Inter State Migrant Workmen Act 1979

Occupational security is provided in the working conditions through this act. This Act applies to establishments and contractors employing five or more international workers during any day of the preceding 12 months. There is also a provision for registration of establishment and license for contractor under this act.

The Minimum Wages Act 1948

This act has been introduced to improve the wage standards. Through this act, a minimum wage amount has been fixed so that workers can be saved from low wages.

The Bonded Labor System Act 1976

To meet his debt, the debtor or his descendant or dependent was forced to do bonded labor to meet his debt. Under this Act, such bonded labor has been considered an offense. The system of bonded labor has been abolished for which an ordinance was also issued by the President.

Shramik Card Employment Scheme

  • Prime Minister’s Employment Generation Program-  Through this scheme, financial assistance is provided to set up new enterprises.
  • PM Svanidhi-  Through this scheme, financial assistance of ₹ 10000 is provided to the street vendors of the country in the form of loan.
  • MGNREGA-  Through this scheme, 100 days  guaranteed employment is provided  to the workers.
  • Deendayal Upadhyaya Antyodaya Yojana-  Through this scheme, financial assistance is provided to the poor laborers of the country for skill training and starting business.
  • Pradhan Mantri Kaushal Vikas Yojana-  Through this scheme skill training is provided to the youth of the country so that they can get employment.
  • Deendayal Upadhyaya Grameen Kaushal Yojana-  This scheme has been developed with the objective of providing skill training to rural youth. Jobs are also provided to the youth after skill training through this scheme.

Pradhan Mantri Jeevan Jyoti Bima Yojana The applicant should be a permanent resident of India. The age of the applicant should be between 18 to 50 years. To get the benefit of this scheme, it is mandatory for the applicant to have Jan Dhan or a savings bank account.
Prime Minister’s Suraksha Bima Yojana The applicant should be a permanent resident of India. The age of the applicant should be between 18 to 70 years. To get the benefit of this scheme, it is mandatory for the applicant to have Jan Dhan or a savings bank account.
Atal Pension Yojana The applicant should be a permanent resident of India. The age of the applicant should be between 18 to 40 years.
PDS The applicant should be a permanent resident of India. The applicant should be living below the poverty line. That family is eligible to get the benefit of this scheme in which the age of any member is not between 15 to 59 years. The family in which no one A person with disability is also eligible to get the benefit of this scheme. The citizen who does not have any permanent job can also get the benefit of this scheme.
Prime Minister’s Housing Scheme Rural The applicant should be a permanent resident of India. That citizen can take advantage of this scheme, who does not have any permanent job. That family can get the benefit of this scheme in which there is a disabled citizen. That family can also get the benefit of this scheme. Eligible to do this in a family in which there is no member between the ages of 15 to 59.
National Social Assistance Program The applicant should be a permanent resident of India. That person can get the benefit of this scheme, who has very little or no means of income.
Ayushman Bharat Pradhan Mantri Jan Arogya Yojana Those families who are living in kutcha house can get the benefit of this scheme. If there is no member between 16 to 59 years in the family then that family can get the benefit of this scheme. If anyone in the family If the person is not healthy and a person is disabled then that family can also get the benefit of this scheme. Manual Scavengers Family. Those families who do not have any land and the main source of income of the family is manual labor. are eligible to get the benefit of the family in which any income earning citizen whose age is between 16 to 59 years is not present.
Health Insurance Scheme for Weavers The applicant should be a permanent resident of India. At least 50% of the income by the weaver should be derived from handloom weaving.
National Safai Karamchari Finance and Development Corporation The applicant should be a permanent resident of India. The applicant should be a Safai Karamchari or a manual scavenger.
Self Employment Scheme for Rehabilitation of Manual Scavengers The applicant should be a permanent resident of India. The applicant should be an identified scavenger. Only one family member can apply to get the benefit of this scheme.
